This paper reviews the key issues in treatment strategies and program development for people with a mental health and substance abuse issues.
The main issues related to treatment of people with co-occurring disorders as well as the historical context, philosophical assumptions, treatment needs, model components and efficacy of treatment models are examined.

The author uses three categories of treatment models:
- Disease specific model with modifications of incorporation
- Linkage programs - a traditional referral of client to the other sector
- Integrated programs - meet the multiple clinical needs within a single program

The author provides a comparison between integrated and disease specific models and concludes that integrated treatment model is more efficient.
