The Guidelines are accompanied by the Discussion Paper ‘The management of people with a co-existing mental health and substance use disorder'. This paper provides a review of the current literature and a background to the issues related to the care and treatment of people with co-occurring mental health and substance use disorders. It documents the need to improve the health and health outcomes of people with comorbid disorders and provides a rationale for the development of the Service Delivery Guidelines. Both documents complement each other and have been informed by the scientific literature.
